Fashion: Mini Skirts in the Winter Yes or No?

Honestly, I would say "No". You can still look cute in the cold and feel warm. I have seen some girls wear skirts so short during this frigid weather that look like boy-shorts...this is a "No" during this time of year. Honestly, I think it looks retarded. Even guys will sneak a glance, but trust me they are wondering what is up! Are you a human or a fish?
